About Education Service Center Region XIII

Who we are
Education Service Center Region XIII is one of twenty service centers that serve the Texas educational needs. We are a non-regulatory agency; our relationship with school districts is collaborative and supportive. Our purpose is to aid teachers and administrators in their role as educators of our children. We serve as a liaison between the Texas Education Agency and the local schools districts and the schools they serve by disseminating information, conducting training and consultation for both federal and state programs.

•Initiate collaboration with our clients in the development of a quality educational environment.
•Provide client-focused quality products and services in a timely and efficient manner which promotes improved performance in schools.
•Initiate collaboration with our clients to close the gap between current and desired student performance.

Texas Council of Administrators of Special Education
The Texas Council of Administrators of Special Education, Inc. (TCASE) is a professional society comprised of nearly 1,200 members who administer and support special education programs throughout the state of Texas.

The organization was founded around 1960 by a group of special education leaders, coming together to share resources and information to better serve students with disabilities. For several decades, volunteers ran the organization until they could no longer keep up with its activities.

Through proactive leadership, the Texas Council of Administrators of Special Education, Inc. (TCASE) is committed to providing training and technical assistance, facilitating communication among stakeholders, and shaping educational policies and practices in order to promote superior support services for students with special needs.
